Abstract
La llegada de inmigrantes a España es un hecho relativamente reciente. Aunque la primera legislación sobre derechos y libertades de los extranjeros en España, posterior a la Constitución, es de 1985,no será hasta el año 2000 cuando se produzca la verdadera inflexión en el tratamiento jurídico de sus garantías y derechos en lo que se refiere a los servicios sociales. Si bien la integración social de las personas inmigrantes es un proceso que corresponde a muchas áreas administrativas (empleo, vivienda, sanidad, servicios sociales, interior, cultura, etc.), fueron los servicios sociales, como en tantos otros hechos cuando éstos emergen por vez primera, los que inicialmente se preocuparon por la integración de los inmigrantes, con independencia de la meritoria labor de las ONGs particulares, muchas veces formadas por redes familiares de aquéllos, que fueron las primeras en hacerlo.
