    Public libraries in the context of digital inclusion services: challenges for a more equal citizenship

    Public libraries provide access to technology and digital competence, since training in the critical, reflective and purposive use of information is a compensatory factor for digital exclusion. This study seeks to analyse this training’s potential and limitations when designing and applying these services. The methodology is based on qualitative techniques such as interviews and discussion groups. Interviews were performed with ten reputedly expert librarians, using a questionnaire with nine questions about digital literacy services and the role that public libraries should play for digital inclusion. The views of public librarians from the Region of Murcia (Spain) were obtained through three discussion groups, selected according to the population size of the cities where their libraries are located. In addition to this, structured guidelines in accordance with topics on information literacy services, human and material resources, librarians’ training necessities or typology of users were followed. It emerges that librarians are highly committed to their function in digital literacy services and digital inclusion. However, this is restricted by the human and material resources at their disposal, and by the specific needs and demands associated with different types of users. The analysis concludes with some proposals for managing these services including collaboration strategies within private entities or public local departments.

    Educación en valores democráticos: utilidad de un programa formativo sobre transparencia y participación ciudadana en las aulas de secundaria

    In recent years, educational programs focusing on democratic values, transparency, access to information, and citizen participation have been implemented in schools. However, there is a lack of research examining the impact of these initiatives on students. Therefore, the aim of this study is to assess the impact of a training program on transparency and open government among secondary school students. To achieve this objective, a quantitative research approach was employed, using a non-experimental survey design. The sample consisted of 152 secondary school students from two schools in the Region of Murcia. The results indicate a high level of satisfaction with the training received and highlight the perceived importance of knowledge related to transparency and open government. In conclusion, the findings emphasize the relevance of incorporating this type of training in schools to promote socio-educational programs that strengthen democratic values among young people.

    Las bibliotecas públicas ante la inclusión digital: desafíos para una ciudadanía más igualitaria

    Las bibliotecas públicas facilitan el acceso a las tecnologías y a la competencia digital pues consideran la formación para el uso crítico, reflexivo e intencional de la información un factor compensatorio de la desigualdad digital. Nuestro objetivo es analizar su potencial y sus limitaciones para desarrollar este servicio. La metodología se fundamenta en dos técnicas cualitativas: la entrevista y el grupo de discusión. Las entrevistas se realizaron a diez expertos mediante un cuestionario virtual de nueve cuestiones vinculadas con la formación digital y el rol a desempeñar por las bibliotecas. La opinión de los bibliotecarios de la Región de Murcia se obtuvo mediante tres grupos de discusión, constituidos según el número de habitantes de sus municipios, y siguiendo un guion estructurado que trataba de cuestiones relativas a los recursos, las necesidades formativas y el tipo de usuarios. Se ha verificado un alto compromiso con la función de formación digital, si bien está muy condicionado por los recursos humanos y materiales de los que se dispone, junto a las demandas específicas asociadas a los usuarios que atienden. El análisis propone algunas medidas para mejorar la organización de este servicio, incluyendo estrategias de colaboración con agentes externos al municipio (entidades privadas) u otros departamentos municipales.

    La imagen emergente de las bibliotecas en una sociedad de comunicación en red

    Nowadays libraries are increasingly refactoring their services and dynamics, but these acts of popularisation and promotion in the era of communication, the semantic web and the cultural spectacle are situated in an ambivalent context, somewhere between atonality and adherence. With regards to the information overload and the rushed leisure we live in, the library defends its own differential values, which provide balance, nuances, and system. Library life is certainly not newsworthy, but together they generate social capital. The unstoppable modernisation of libraries also involves that their achievements be visible, and that they be incorporated into the complex conglomerate of perceptions which inform public opinion and public agendas. The librarian community is walking the path towards its inclusion into the constant murmur of media, and the permanence of its voice in the opinion and decision fora.

    We describe the current image of public libraries in the mass media in Spain, to detect the evolution of messages, attitudes and values with respect to the existing stereotypes. The aim is to promote understanding and effective use of mass media in the construction of a public image of public libraries. The mass media are the vehicle for transmitting images and stereotypes that although partial or unfair impact on expectations, desires and uses that are made, and we must know to transform them or rely on them.

    Numerous social-oriented collaborative technologies, called social technologies, are presented within the framework of digital literacy. They have an impact in the empowerment and self-organization of individuals and groups as they set their own goals and increase their influence in public opinion. These digital platforms also help to obtain practical outcomes by new forms of interchange.

    This paper justifies participation by public libraries in designing and publishing in localpedias as a way to promote collaboration in the creation of local content. For this purpose, the “localpedia” concept is explained and some of the main Spanish localpedia experiences described. Finally, some difficulties in consolidating this way of creating and sharing local knowledge are discussed.

    The aim of this chapter is to show how the public library has been involved since its inception in the processes of social inclusion, and how it has evolved into an interest in supporting literacy and bring culture, information and education to the poor. With that will link its origins social engagement currently held, and directs the library to a compensatory action of inequalities in the use of information, addressing the digital divide and new literacies.
