Abstract
El autor analiza en este artículo la relación entre el cambio técnico, empleo y desempleo. Para este fin se constata, inicialmente, la reducida elasticidad de sustitución entre trabajo cualificado y no cualificado. Posteriormente, se denota el elevado grado de complementariedad entre trabajo cualificado y capital y la sustituibilidad que, por el contrario, parece existir entre el cambio técnico incorporado y el empleo no cualificado. Establecida la importancia de la formación de la mano de obra para ajustarse a las nuevas demandas de cualificaciones que exige el cambio técnico, se incide, a continuación, en la necesidad de adecuar las inversiones en formación a las demandas de ésta que realiza el mercado. Finalmente, se estudia el carácter que normalmente registra la formación, haciendo hincapié en los principales problemas de oferta de formación y las características que suele presentar la demanda de ésta.
This paper analyses the relationship between technological change and employment. Firstly, the paper shows the low elasticity of substitution between skilled and unskilled employment. Secondly, this paper review the complementarity that exist between skilled employment and capital as opposed to the high substitution what appear between unskilled employment and capital. One that the relevance of the qualification of the worker is stated to see the response to the technical change, the paper reviews the importance of training of the labour force to adequate the supply to the demand of labour. Finally, the main problems of planning of training are studied in order to see how training can be helpful to reduce the mismatch between supply and demand of labour.
