"Dos de las cuestiones que se erigen en el cabo de las tormentas de los desastres naturales y por ende en la responsabilidad extracontractual internacional, son la competencia judicial internacional y la ley aplicable. La legislación aplicable en la actualidad, quizás, hubiera abierto un nuevo planteamiento del tema, dotando al problema de una nueva solución".
