A governance analysis of Cabo de Palos-Islas Hormigas and Cabo de Gata-Níjar Marine Protected Areas, Spain
(Elsevier, 2021-05) Hogg, Katie; Noguera-Méndez, Pedro; García-Charton, José Antonio; Semitiel-García, María; Economía Aplicada
This paper examines the governance of Cabo de Palos-Islas Hormigas (CPHMPA) and Cabo de Gata-Níjar (CGNMPA) Marine Protected Areas, Spain. The governance approach adopted in CPHMPA is shared authority between regional and state governments, whereas in CGNMPA it is state-led. In each MPA, limited coordination between national and regional government, and weak management at both levels, has made achievement of strategic conservation objectives significantly more challenging. Inconsistencies in legislation applied to internal and territorial waters have left both MPAs vulnerable to local economic development priorities. The reliance on economic and legal incentives has increased employment opportunities within the communities studied, but has also incurred environmental and social costs. Overall, the authors conclude that the current governance approaches are insufficient to effectively address all the challenges faced. In order to achieve more effective and equitable outcomes for both MPAs, greater coordination between national and regional government is required, along with interventions to introduce more participative and knowledge incentives to generate a greater sense of stewardship among all stakeholders.

Lessons from three north-western Mediterranean MPAs: A governance analysis of Port-Cros National Park, Tavolara Punta-Coda Cavallo and Ustica
(Elsevier, 2021-05) Hogg, Katie; Noguera-Méndez, Pedro; Semitiel-García, María; Economía Aplicada
This paper examines the governance of Port-Cros National Park (PCNP), Tavolara Punto-Coda Cavallo Marine Protected Area (TPCCMPA) and Ustica Island Marine Protected Area (UIMPA), all north-western Mediterranean. The governance approach adopted in PCNP is predominately state-led with increased decentralisation and participation, whilst in TPCCMPA and UIMPA the management responsibility is shared between national and local governments. The use of legal and knowledge incentives has predominated governance of PCNP. Public acceptance has been boosted through increased use of participative incentives, brought about by a reform of French National Parks in 2006 and the creation of the new PCNP between 2012 and 2016. In TPCCMPA and UIMPA both legal and economic incentives are the key mechanisms through which the MPAs are managed and conflicts addressed. In TPCCMPA and UIMPA, where the MPA management authority are faced with a lack of enforcement capacity, greater attention should be given to participative and interpretive incentives to boost stewardship and compliance. The authors conclude that the current governance approaches are effective but do not address all challenges and cross-cutting issues faced. Strengthened political will and leadership from all levels of government is required to improve governance towards more effective and equitable outcomes for all three MPAs, along with increased use of participative and interpretative incentives to generate an increased sense of community stewardship.

Modelización en Geografía Física.-Hydrology in a Mediterranean mountain environment, the Vallcebre Research Basins (North Eastern Spain). IV. Testing hydrological and erosion models
    Gallart, F.; Latron, J.; Llorens, P.; Martínez-Carreras, N.
ABSTRACT Three modelling exercises were carried out in the Vallcebre research basins in order to both improve the understanding of the hydrological processes and test the adequacy of some models in such Mediterranean mountain conditions. These exercises consisted of i) the analysis of the hydrological role of the agricultural terraces using the TOPMODEL topographic index, ii) the parameterisation of TOPMODEL using internal basin information, and iii) a test of the erosion model KINEROS2 for simulating badlands erosion.

Morfología Fluvial.-El matorral como protector del suelo y los recursos hídricos en la Sierra de Enguera. Valencia. España. Implicaciones económicas de su manejo.
    Cerdà, A.; Jiménez-Morena, A.; Bodí, M.B.; Universidad de Murcia
Abstract John Thornes found that scrubland (matorral) was a key factor to control soil erosion on Mediterranean mountains. His research works inspired many scientist that researched the impact of scrubland changes and management on semiarid ecosystems. An experiment carried out on the El Teularet-Sierra de Enguera experimental station in 2004 show the erosion rates on a 30-years abandoned orchard with dense vegetation cover of Ulex parviflorus and Cistus albidus and a 20-year old fire affected Maquia with Quercus coccifera, Pistacia lentiscus and Juniperus oxycedrus. The 8 (4 at each treatment) plots (1, 2, 4 and 16 m2) under 715 mm of natural rainfall contributed with low runoff, sediment concentration and soil erosion. These measurements confirm the John Thornes idea: matorral is an efficient vegetation cover protection on Mediterranean ecosystems.esentat

ABSTRACT Forest fires provide an excellent opportunity to understand the relationship between vegetation and erosion. This is because changes in vegetation and erosion processes and rates are highly dynamics after the fire. Through simulated rainfall and WDPT (Water Drop Penetration Time) tests the soil water repellency and the runoff and erosion rates after a fire in the Serra Grossa Range, Eastern Spain, was measured. Sampling (six plots) was carried out in October 2002 and July 2003, under wet and dry conditions respectively. The results show high losses of soil and water during the October 2002 measurements for both vegetation covers: pine (Pinus halepensis) and scrubland (Ulex parviflorus y Cistus albidus). However, during the July 2003 measurements, the pine forest area continues to show high rates of erosion while the shrub is drastically reduced as the runoff was lower. This was due to the higher soil water repellency on the pine covered soils, what caused the increase in runoff and the acceleration of erosion processes. Therefore, the type of vegetation influences the erosive processes, which must be taken into account in forest policy.

Shifting baselines in a Mediterranean small-scale fishery
(Elsevier, 2019-09-24) Leitao, Pedro; Henriques, Sofia; Pérez Ibarra, Irene; García Charton, José Antonio; Trujillo, María; Vasconcelos, Rita P.; Ecología e Hidrología
The overexploitation of marine resources has led to a decrease in species abundance over time in many marine ecosystems worldwide. But as new fishers arise throughout the years, the perception of local abundance changes which might result in a “shifting baselines syndrome”. We investigated how the perception of fishers about species abundance changed through time (from 1970 to 2016) and space (five ports), through questionnaires in the small-scale/artisanal fisheries of Murcia, Spain. Two major results emerged, firstly species catches significantly decreased between the decades 1970–1990 and 2000–2016, possibly due to overfishing and habitat degradation. Catches of species with some particular functional traits decreased (96%) possibly due to lower plasticity or to a “fishing down the food web” effect. Secondly, some functional trait categories (very large size, deep water depth, large yearly displacements and very vagile) were the highest in the northern ports of San Pedro del Pinatar and Cartagena while Cabo de Palos had the highest values in species with solitary and territorial behaviour and vagile or sedentary mobility. Fishers’ perception of catch trends of commercial species seemed aligned with other sources of information for this area and might be key information in the absence of more quantitative information.

Universos de alteridad en Henri de Régnier: Venecia y el mar Mediterráneo.
    (2018) Cabello Andrés, Nuria
Abstract: Henri de Régnier, man of the north, apparently cold and distant, he discovers, mesmerised, the beauty and exoticism of the Mediterranean scenery in 1904, on board of the luxurious yacht “Le Velléda”. The impact this trip caused in the author was long-lasting, so much so that in 1906, he embarks again on another Mediterranean cruise, this time on board of the yacht “Nirvana”, repeating almost the first itinerary port by port. During these journeys, Régnier takes careful note of his impressions on some travel notebooks. These notes will be used later by him to publish several works. Although Régnier was fascinated by the Mediterranean, it was Venice –the city he discovers in 1899– the place which awakened in him an intoxicating passion. From that moment on, the life and the work of Régnier reveal the perfume of Venice. Space of ambiguity, of Canals, of re- flections and of masks, it is the ideal framework for the meeting with the otherness.
