Abstract
El Trabajo Social Comunitario en el ámbito local debe afrontar los retos contemporáneos desde
una lógica que le permita contribuir a crear y construir ciudadanía social, a partir de la promoción de los
derechos sociales, la justicia, la igualdad e impulsando la participación de todos los implicados. A través del
presente artículo pretendemos dar a conocer los problemas comunitarios en relación a la organización de las
políticas sociales en el ámbito local, información obtenida a partir de una entrevista semiestructurada realizada
a trabajadores sociales de dicho ámbito y una entrevista en profundidad realizada a políticos responsables de
las áreas de Bienestar Social de municipios de la Comunidad de Madrid con más de cien mil habitantes, cuyo
tratamiento se realizó con la técnica de análisis temática del software ATLAS-ti., en relación a la importancia
de la ciudadanía y la participación. Queremos subrayar la importante contribución del Trabajo Social
Comunitario en la construcción de nuevos modelos de ciudadanía activos e incluyentes, de las políticas
sociales que legitiman y hacen efectivos los derechos humanos contribuyendo al incremento del bienestar
social de los ciudadanos, siendo la participación ciudadana uno de sus pilares básicos.
Community Social Work at the local level should address contemporary challenges from a logicthat allows helping create and build social citizenship, from the promotion of social rights, justice, equalityand encouraging the participation of all concerned. Through this article we intend to publicize communityproblems relating to the organization of social policies at local level, information obtained from a semi-structured interview with social workers in this field, and in-depth interviews conducted with policy makersin the areas of Social Welfare municipalities of the Community of Madrid with over one hundred thousandinhabitants, whose treatment was performed using the technique of thematic analysis by the ATLAS-tisoftware., regarding the importance of citizenship and participation. We want to underline the importantcontribution of Community Social Work in building new models of active and inclusive citizenship, socialpolicies that legitimize and give effect to human rights, and contribute to increased social welfare of citizens,participation of citizens being one of its basic pillars.
