Abstract
Il Reddito di cittadinanza, fin dalla sua istituzione, è stato al centro di un vivace dibattito politico e mediatico che nel tempo è diventato sempre più acceso. Le finalità del reddito di Cittadinanza -RDC- si sono rivelate, come è noto, fin da subito ben più complesse e ambiziose, in ragione della sua duplice articolazione quale misura “fondamentale di politica attiva del lavoro a garanzia del diritto al la-voro”, e di “contrasto alla povertà, alla diseguaglianza e all’esclusione sociale”. Appare evidente che un bilancio complessivo sull’attuazione del reddito di cittadinanza prima e del reddito di inclusione poi, nel suo triennio di vita del RDC e nel primo biennio del reddito di inclusione sociale, non può prescindersi dalla contestualizzazione nel sistema nel quale gli stessi si sono trovatati ad operare.
Citizenship Income (hereinafter, Rdc), since its institution, has been at the center of a lively political and media debate which has become increasingly heated over time. The pur-poses of the Citizenship income -RDC-proved, as is known, immediately to be much more com-plex and ambitious, dueto its dual articulation as a "fundamental measure of active employ-ment policy to guarantee the right to work”, and to “contrast poverty, inequality and social ex-clusion”. It seems clear that an overall assessment on the implementation of the citizen's in-come first and of the inclusion income then, in the three-year life of the RDC and in the first two years of the social inclusion income, cannot ignore the contextualization in the system in which the themselves found themselves operating.
