Abstract
En este artículo se trata el problema de las drogas (principalmente heroína) desde una perspectiva pública. En primer lugar, se hacen unas consideraciones metodológicas, para pasar más tarde a describir los componentes y el funcionamiento de las dos grandes áreas que componen una Red Asistencial. Nos referimos, por un lado, a los tratamientos libres de drogas y, por otro, a los de reducción del daño. El artículo define cada uno de los dispositivos asistenciales de ambos tipos de tratamiento y reseña los programas que se llevan a cabo, insistiendo en que el tratamiento final de cada drogodependiente debe venir perfilado por el análisis funcional (desde el modelo bio-psico-social) que realicen los profesionales competentes, y no por constructos o consideraciones teóricas a priori.
Se hace referencia a la conexión que en nuestro país tienen los problemas de toxicomanías con el virus del SIDA, y a la importancia que tienen, por tanto, los programas de prevención para detener la propagación de esta epidemia. Finalmente insistimos en que el problema de las drogas no es competencia de ninguna Administración
en particular, es un asunto de todos, Administración, ONGs, y sociedad civil. Todos debemos responder para dar una respuesta coherente.
This article deals with the problem of drug abuse (specially heroin) from a public pers-pective. We make some methodological remarks, before describing the components and functioning of the two Assistential Net's main field, the drug free programs and the harm reduction ones. The arti-cle defines each one of the assistential facilities of both types of treatments, and describes the programs we kee running. However we press the idea that no a prioriconsiderations, but only the functional analysis of behaviour can ultimately account for the indivi-dual treatment program of each drugdependent. We also highlight the strong conexion in our country between the drug problems and AIDS, and the importance therefore of prevention strategies to stop the spread of that illness. Finally we express our idea that the drug prob-lems concern no Administration in particular, but also the NGAs and the civil society. We all must respond to give that problem a coherent solution
