dc.description.abstract	Propuesta de modificación del artículo 349 del Tratado de Funcionamiento de la Unión Europea: Ceuta y Melilla como regiones ultraperiféricas. Este artículo plantea una propuesta concreta sobre la revisión y modificación del artículo 349 del Tratado de Funcionamiento de la Unión Europea, que regula las regiones ultraperiféricas, con la finalidad de incluir a Ceuta y Melilla. Estas ciudades no poseen todos los elementos que tradicionalmente han caracterizado a las regiones ultraperiféricas, sin embargo, sí son periféricas, y comparten elementos esenciales. Además, con motivo del bloqueo comercial infligido por Marruecos a ambas ciudades, la situación de aislamiento que sufren se asemeja y es análoga a la de las regiones ultraperiféricas. De manera que proponemos modificar en el artículo 349 del Tratado de Funcionamiento de la Unión Europea, incluyendo una cláusula en la que se contemplara esta especial situación de Ceuta y Melilla, permitiendo a ambas ciudades configurarse como regiones ultraperiféricas. ------------------	es
dc.description.abstract	Proposal for amendment of article 349 of the Treaty on the Functioning of the European Union: Ceuta and Melilla as outermost regions. This article puts forward a specific proposal on the revision and amendment of Article 349 of the Treaty on the Functioning of the European Union, which regulates the Outermost Regions, with the aim of including Ceuta and Melilla. These cities do not possess all the elements that have traditionally characterised the outermost regions, however, they are peripheral, and share essential elements. Moreover, because of the trade blockade inflicted by Morocco on both cities, the situation of isolation they suffer is similar and analogous to that of the outermost regions. We therefore propose amending Article 349 of the Treaty on the Functioning of the European Union, including a clause that takes into account the special situation of Ceuta and Melilla, allowing both cities to become outermost regions.	es
