Abstract
En este artículo se presentan los fundamentos políticos,
jurídicos y educativos para la participación de adolescentes
y jóvenes en lo público y en lo político, para ello se aborda
la ciudadanía digital: cómo los adolescentes y jóvenes
reconstruyen la política habitando los espacios públicos.
Se presenta la e-Participación y la producción de brechas
sociales, culturales y políticas bajo la idea de que lo público
ya no es común. Se exponen algunas sugerencias desde la
teoría de la comunicación y el poder con el fín de identificar
quíénes tienen el poder y dónde encontrarlos. Se sugiere
conocer los marcos mentales de los adolescentes y sus
esquemas de interpretación que estructuran y le dan sentido
a los mensajes que circulan en las redes con el fin de
aumentar la capacidad de producir sus propios mensajes.
Finalmente se propone la política deliberativa para la
educación mediática y el uso de las redes sociales.
This article presents the political, legal and educational grounds for the participation of adolescents and youth in the public and political spheres. In doing so, it deals with digital citizenship: how adolescents and youth reconstruct politics occupying public spaces. We present e-Participation and the creation of social, cultural and political gaps under the idea that the public is no longer common. Some suggestions from the theory of communication and power are offered to identify those who have power and where to find them. It is suggested that getting to know the mindset of teens and their interpretation schemas that structure and give meaning to the messages circulating the networks will allow them to increase their ability to write their own messages. Finally, the article puts forward deliberative policy for media education and for the use of social networks.
