Abstract
El objetivo del presente estudio es analizar la situación, estructura y desafíos del sector pesquero español a través de dos enfoques diferenciados, el primero centrado en el análisis de la evolución del sector en los puertos de la cuenca del Mar de Alborán y sureste español, y el segundo, con una visión sobre cómo el sector pesquero ha diversificado su actividad a través de un enfoque territorial gracias a los Grupos de Acción Local de Pesca.
La investigación se ha basado en un análisis exhaustivo de datos históricos de producción pesquera (1940-2013), centrado en descargas y esfuerzo pesquero, para evaluar la proximidad del sector al cumplimiento de los acuerdos internacionales y a la Política Pesquera Común a través del cálculo de los rendimientos máximos sostenibles, utilizando el modelo de Schaefer. Por otra parte, se ha recogido toda la información disponible en los registros de la Red Europea de Zonas Pesqueras (FARNET) durante los periodos 2007-2013 y 2014-2020, y en la Red de Seguimiento, Evaluación y Apoyo Local de la Pesca y la Acuicultura (FAMENET) durante el periodo 2021-2027, así como en la Red Española de Grupos de Pesca (REGP) y en las webs de los 44 GALPs existentes actualmente en España, realizando además entrevistas presenciales y encuestas, todo ello con el fin de profundizar en el modelo de Desarrollo Local Participativo español, su estrategia y características.
La tesis busca ser una herramienta de análisis y ordenación pesquera que, en última instancia, ayude a los gestores y políticos a tomar decisiones y poder asignar recursos de una forma eficiente y efectiva en el futuro. Los resultados obtenidos son extrapolables a toda Europa, al estar el sector pesquero europeo amparado en el mismo entramado normativo y geopolítico actual, dando claves sobre cómo mejorar la sostenibilidad social, económica y medioambiental de nuestras pesquerías mientras se posicionan como un pilar fundamental de la economía azul.

The objective of this study is to analyze the situation, structure, and challenges of the Spanish fishing sector through two distinct approaches. The first focuses on the analysis of the sector's evolution in the ports of the Alboran Sea basin and southeastern Spain. The second examines how the fishing sector has diversified its activity through a territorial approach thanks to the Local Fisheries Action Groups. The research has been based on an exhaustive analysis of historical fisheries production data (1940-2013), focusing on landings and fishing effort, to assess the proximity of the sector to compliance with international agreements and the Common Fisheries Policy through the calculation of maximum sustainable yields, using the Shaefer model. Furthermore, all the information available in the records of the European Network of Fishing Areas (FARNET) during the periods 2007-2013 and 2014-2020, and in the Fisheries and Aquaculture Monitoring, Evaluation and Local Support Network (FAMENET) 2021-2027, as well as in the Spanish Network of Fishing Groups (REGP) and on the websites of the 44 FLAGs currently existing in Spain, have been compiled, also conducting presential interviews and surveys with these same FLAGs, all with the aim of delving deeper into the Spanish participatory local development model, its strategy and characteristics. The thesis aims to be a fisheries management tool that helps managers and policymakers make decisions and allocate resources efficiently and effectively in the future. The results obtained are applicable to the whole of Europe, as the European fishing sector is protected by the same current regulatory and geopolitical framework, providing keys to improving the social, economic, and environmental sustainability of our fisheries, while they position as a fundamental pillar of the blue economy.
