    La Importancia de Internet como Fuente de Poder de la Sociedad

    El siguiente artículo aborda la relevancia que ha cobrado la sociedad civil en diferentes procesos por medio del uso de las herramientas informáticas actuales como son internet y las redes sociales. Es así que han logrado alterar de manera gradual las estructuras de poder en las relaciones Estado – sociedad civil. Gracias a la infraestructura de la información y a las tecnologías de comunicación internacional, se ha logrado insertar en zonas en las que antiguamente tenía una presencia muy limitada. La intervención cada vez mayor de grupos o colectivos de contra poder ha permitido generar ciertos cambios en el tejido social y en la construcción del poder. Lo que se analiza a partir de lo que aquí se expone es el proceso histórico que ha convertido a colectivos como los “hacktivistas” en miembros activos del desarrollo global como grupos con influencia de tendencia creciente y las implicaciones de su presencia.

Tras analizar la dimensión normativa del concepto de sociedad civil, con especial atención a la teoría de Cohen y Arato, se estudia el tratamiento ontológico de lo social y de lo político en Jean- Luc Nancy, Giorgio Agamben y Antonio Negri, valorando su consistencia y su pertinencia.

    Potentiality of industrial tourism and its civil society in two cases of andean destinations: evolutive analysis of Samacá factories (Colombia) and Sewell camp (Chile)

    The objective of the research carried out was to analyze the influence exerted by two industrial tourism destinations on civil society in each of their territories. These destinations are called Samacá Factories (Colombia) and the Sewell Camp (Chile) and are located in South America. As industrial tourism destinations evolve, the greater the involvement of civil society organizations in this type of tourism, which stimulates its strengthening due to cooperation and the formation of alliances between various social actors

    Recursos digitales de colaboración y de seguridad pública. Mejorando la autoprotección ciudadana

    Este artículo muestra y analiza la incorporación del gobierno abierto a las políticas de seguridad pública a partir de casos relevantes y pioneros puestos en práctica a nivel global. La seguridad pública se presenta como una necesidad irrenunciable de las sociedades, frente a amenazas como el terrorismo, la criminalidad, las catástrofes y los episodios de violencia colectiva. Se revisa, brevemente, el estado actual del gobierno abierto como estilo de gobierno y se identifican las principales organizaciones responsables de la materia en el panorama internacional. Se pone en relieve el alto potencial de aplicación del gobierno abierto a las políticas públicas de seguridad, siendo especialmente útil para desarrollar medidas anticorrupción, de prevención del delito y de eficiencia policial, entre otras. Casos como el Laboratorio de Desarrollo Global de USAID, el portal de búsqueda de criminales peligrosos Europe’s Most Wanted Fugitives y el de personas desaparecidas del CNDES, la aplicación policial Alertcops o las aplicaciones de rastreo de contagios de Covid-19 como Corona-Warn-App, ejemplifican, un interés creciente de los gobiernos por fomentar la participación y la colaboración de la sociedad civil en el mantenimiento de la paz social y de la protección de la propia comunidad. ---------------

    Una aproximación al concepto de justicia en G.W.F. Hegel

    Hegel’s Philosophy of Right has undoubtedly been an inexhaustible source of interpretive, critical and purposeful work. Many comments have been made on this work and many reflections have been made from concepts elaborated there by him. In particular, the concept of justice has been commented on in different ways and through many approaches. In this text he made a brief reconstruction of the concept of justice in Hegel with the aim of exposing the foundations of this concept and its relationship with the institutions of Civil Society and the State. To do this, first I am in charge of establishing the negative character of justice (injustice) from which Hegel starts as a preliminary and nonnormative consideration of the concept, then I develop the definitions of the institutions of Civil Society and the State within the framework of the system of the needs. Third, I expose the relationship between the institution of the State and justice. Fourthly, I comment broadly on the notion of administration of justice and some aspects that this implies in the field of individual freedoms, State sovereignty and citizen participation. In conclusion, I discuss the possibilities of this concept of justice and leave open the debate on the effectiveness of the Hegelian model considering the rise of injustice itself in the current times.
