In order to protect these agents of this risk, the Mexican government implemented a program of subsidies that has become one of the three most important of the present agricultural policy of Mexico. Here we analyzed the characteristics and vulnerabilities of this program, as well as its effects in producers and companies, particularly in the case of the maize. One concludes that the weakness of the program obeys to its dependency of unstable variables and that is regressive since it mainly supports agribusiness and large producers. The necessity to reorient those resources towards more high-priority and inclusive programs is also analysed.
