    Integration of preference heterogeneity into sustainable nature conservation: from practice to policy

    The aim of this work is to assess and understand the social drivers that determine the willingness to pay for sustainable management measures to preserve a Natura 2000 area. These social drivers of the support for nature conservation were then included in the design of economic instrument to support nature conservation. In a contingent valuation exercise, the local population in the Cabezo de la Jara and Rambla de Nogalte protected areas (SE Spain) stated their willingness to pay for sustainable management measures aimed at their conservation. Among the socio-demographics, environmental attitudes and experiential drivers, income and environmental commitment were found to be the only significant drivers in support of nature conservation, revealing preference heterogeneity. Economic instruments, specifically green taxes and user fees, are proposed, taking into account the sources of heterogeneity in order to ensure financial support for the measures and greater social acceptability. Hence, our research adds to the existing literature through the design of an economic instrument to support nature conservation, considering preference heterogeneity.

    Spatial effects in the socioeconomic valuation of peri-urban ecosystems restoration

    In many cities, urban pressure is deteriorating peri-urban ecosystems, despite their high capacity to provide ecosystem services. Against this pressure, restoration projects are being developed to improve the environmental conditions of peri-urban ecosystems. The aim of this work is to determine the economic value and degree of acceptability of a restoration project, the Murcia-Río project, analysing spatial effects. This dimension is incorporated when estimating the willingness to pay (WTP) for the project and when dealing with protest behaviour (PB). A survey was carried out to 401 households in Murcia city (SE-Spain) using the contingent valuation method to obtain a monetary value for the project. We identify that distance to both the project area and substitute areas explain WTP and PB. Based on these findings, we recommend that, to maximize the benefits of such actions, interventions should be targeted to areas with high accessibility and low number of substitutes.

    The intrinsic value of the information contained in medicine leaflets

    This paper applies contingent valuation methodology to estimate the monetary value of the information contained in medicine leaflets. By surveying a sample of the general population, we obtain willingness-to-pay estimates of the value of providing additional quantitative information on potential benefits and side effects of a hypothetical medicine, according to the best evidence available about risk communication. The willingness-to-pay estimates found in our study ranged from 60 cents to 1 euro per month. In addition, some consistency tests of the robustness of our estimates are also presented, as well as evidence on their feasibility, reliability and validity. --------------

    The value of statistical life in the context of road safety: new evidence on the contingent valuation/standard gamble chained approach

    This study estimates the value of statistical life (VSL) on a road traffic accident using the Contingent Valuation/Standard Gamble chained approach. A large representative sample (n = 2020) is used to calculate a VSL for use in the evaluation of road safety programmes in Spain. The paper also makes some methodological contributions, by providing new evidence about the consistency of the chained method. Our main results are: (1) A range from 1.3 million euro to 1.7 million euro is obtained for the VSL in Spain in the context of road accidents. This range is in line with the values used in the same context in other European countries, although it is lower than those obtained in different contexts and with other methods. (2) The method performs much better in terms of scope sensitivity than the traditional contingent valuation method, which asks subjects about their willingness to pay for very small reductions in the risk of death. (3) We introduce a new ‘indirect’ chaining approach which reduces (but does not remove) the disparity between direct and indirect chaining approaches. More extreme VSL estimates are still obtained with this indirect method than with the direct one. (4) VSL estimates depend on the injury used. More specifically, we obtained a lower VSL when a more severe injury is used. (5) Framing the risk of death in the modified standard gamble question as “10n in 10,000” instead of “n in 1000” influences the value of VSL. We attribute this effect to the Ratio Bias.

    Time value of informal care of people with alzheimer’s disease in Spain: a population-based analysis

    The aims of this paper are to estimate the monetary value of informal care for people with Alzheimer’s disease (AD) in Spain, to compare results with those obtained in 2008 and to analyse the main determinants of the time of the value of informal care. The Survey on Disabilities, Autonomy and Dependency carried out in Spain in 2020/21 was used to obtain information about disabled individuals with AD and their informal caregivers. Assessment of informal care time was carried out using two alternative approaches: the replacement method, and the contingent valuation method (willingness to pay & willingness to accept). The number of people with AD residing in Spanish households and receiving informal care rose to more than 200,000, representing an increase of 43% compared with 2008. The average number of hours of informal care per week ranged from 86 to 101 h, with an estimated value of between €31,584 - €37,019 per year per caregiver (willingness to accept) or €71,653 - €83,984 per year (replacement). The annual total number of caregiving hours ranged between 896 and 1,061 million hours, representing between 0.52 and 0.62 of GDP in 2021 (willingness to accept) or 1.19–1.40 of GDP (replacement). The level of care needs plays a central role in explaining heterogeneity in estimates. These results should be taken into account by decision-makers for long-term care planning in the coming years.

    Valoración socioeconómica de la extracción de gas mediante fracturación hidráulica en la Región de Murcia

    Extraction of unconventional gas through hydraulic fracturing, the so-called "fracking", is a highly controversial debate, considering on the one hand economic benefits and on the other hand its environmental impacts, and risks for public health. Recently, relevant Policy makers approved applications to allow the exploration of gas resources that could be extracted through fracking in the North Murcia region, likewise in other parts of Spain. Such approvals caused the formation of local groups that oppose fracking. The main objective of this investigation is to explore the knowledge, public perception and social acceptability of the citizens of the Murcia Region upon this technique for energy generation. A survey has been developed to address such research objective, undertaking also a contingent valuation on the prohibition of implementation fracking in the region. Among others, the findings show that more than 2/3 of the survey respondents are in favour of the implementation of such technique provided that the environment and public health would be effectively safeguarded. Furthermore, it is estimated that each household, on average, would be willing to pay approximately 15 per year for their energy bill in order to prohibit or postpone the exploitation of unconventional gas through fracking in the region.
