    A consistent underlying democracy conceptualization for citizens’ participation. Review of two public spaces design participatory initiatives in Madrid in the 2016-2019 period and proposal of an enhanced procedure

    In recent years, several cities have promoted citizen participation initiatives as a means to move towards greater democratic governance at the local level. However, a review of the design of the initiatives reveals many shortcomings that call into question the apparent achievements. These shortcomings are partly due to the current imprecise conceptualisation of the term democracy, which does not allow us to decide between different possible designs.This paper therefore outlines a consistent conceptualisation of democracy from different perspectives, which does allow progress toward better participatory designs for the future. From this conception of democracy, two participatory initiatives promoted by the Madrid City Council between 2015 and 2019, linked to a political change in search of ‘greater democracy’, are reviewed, showing various shortcomings in the procedures. Finally, a procedure for participatory initiatives for the reform of urban public spaces is explained.------------

    Citizen participation and citizen sovereignty in three co-design Initiatives of urban spaces in Madrid: technological vs. Conceptual evolution in non- presential participation

    In recent years, institutions have adopted a unified message in favour of increasing citizen participation in public decision- making in order to move towards more democratic systems, with particular relevance for urban e- planning. This momentum has led to significant advances in the technologies used for participative initiatives. However, some authors have warned that these initiatives are not always based on a democratic paradigm, showing through scales that participation can imply different levels of citizens’ sovereignty. Moreover, these scales have recently been revised from the perspectives of negotiation and co- design, suggesting that complete citizen self- government may result in less sovereignty than effective co- design between citizens and institutions. This chapter reviews the concepts of citizen participation and sovereignty, and analyses three urban spaces redesign initiatives in Madrid between 1998 and 2023, showing that the evolution of digital tools has not been accompanied by an improvement in the design of the initiatives from the perspective of democracy.

    Resistencias a la introducción del sorteo entre el asamblearismo y la institucionalización: el caso de Podemos Cádiz

    La intención de este artículo es estudiar las resistencias a la introducción del sorteo en una agrupación política donde este tema era una novedad. Esto tuvo lugar en un momento especialmente delicado e inestable para la agru-pación, ya que se enfrentaba con posibilidades de éxito a sus primeras elecciones municipales. ¿Cómo fue el proceso? ¿Qué tipo de resistencias hubo? ¿Qué ocurrió finalmente con las propuestas que incluían el sorteo? Se responderá a estas preguntas a través de cuatro momentos del proceso, atendiendo a la relación entre la posición en la agrupación de los sujetos implicados y los argumentos esgrimidos en el debate.
